Project Overview
The Bissell Park Multi-Use Pad Replacement Project will renew the existing multi-use surface at Bissell Park, which has reached the end of its service life. The multi-use pad is an important community recreation space that supports year-round use, including skating in the winter and activities such as basketball, road hockey, lacrosse, fitness programming, dog training, and public gatherings during the warmer months.
The renewed multi-use pad will be designed as a durable, accessible, and flexible public space that continues to support casual drop-in use while accommodating a broad range of recreational and community activities. Key priorities include maximizing recreational opportunities, providing barrier-free access, supporting public safety, ensuring long-term performance, and incorporating sustainable and energy-efficient design features where feasible.
Planned improvements include a new concrete multi-use surface, improved access to the pad and adjacent pavilion, sports equipment and court markings, seating areas, enhanced lighting, protective boards or netting, drainage provisions, and infrastructure to support a future refrigerated ice system.
While a refrigeration system is not included in the current phase, the project will include embedded components, such as refrigeration piping, to allow for a future transition to refrigerated ice. The design will also maintain flexibility for a possible roof structure in a future phase.
Overall, the project is intended to modernize the Bissell Park multi-use surface while preserving its role as a welcoming, multi-season community hub for residents and visitors.

Burnside is a Canadian-owned engineering and environmental consulting firm with experience supporting municipal infrastructure and recreation-related projects across Ontario. The project will be supported by Burnside’s nearby Guelph office, providing local knowledge and proximity to Centre Wellington.
