The main objective of this plan is to develop a long term plan for the safe and effective management of stormwater runoff while maintaining, or improving, the ecosystem health and ecological sustainability of the Township’s water resources.

You Are Invited!

The Township of Centre Wellington welcomes your attendance at the second in-person Public Information Centre (PIC) meeting for the Municipal Class Environmental Assessment Study for the Stormwater Management Master Plan. This PIC will be seeking feedback from the public on a preferred stormwater management strategy and evaluation process.

The Process

Our study is following the requirements of Phases 1 & 2 of the Municipal Class Environmental Assessment (MCEA) in accordance with Approach #2 of the Master Plan Process described in the Municipal Class Environmental Assessment by the Municipal Engineers Association. When we are complete, after our Master Plan is reviewed by the community and approved by the Township Council, we will have evaluated and prioritized a number of Class EA projects and developed an implementation strategy that will ensure the continuation of effective management of stormwater runoff while maintaining, and where possible improving, the ecosystem health and ecological sustainability of the Township’s water resources.

What’s involved in the Master Plan

The Master Plan will review and summarize all stormwater system background information and capture any gaps in existing information. The information will by analyzed in order to create a hydrologic and hydraulic model to determine current levels of service and identify areas of the system that can be improved to reduce the risk of urban flooding and improve water quality. Preliminary alternative solutions will be provided for areas shown to have deficiencies. In consultation with members of the public, external agencies, and Indigenous Communities, a preferred Stormwater Management Strategy will be selected.

To establish a preferred alternative the project team will assess the potential impacts of each alternative identified. This may be an iterative evaluation process including refinement of the preferred alternatives, new options and combinations as they arise. Once a preferred strategy is established, a project Implementation Plan will be prepared.

Consultation Plan

A key component of the MCEA process is consultation with members of the public, external agencies, and Indigenous Communities. The following consultation activities are being carried out as part of this Master Plan process:

  • Creation of a webpage on connectCW.ca providing project details, notices, technical resources and updates;
  • Two (2) Online Public Information Centres (PIC) are planned throughout the course of the project to present key aspects of the process and obtain public input. Details of the PICs will be advertised in the Wellington Advertiser and on connectCW.ca closer to the date;
  • Updates to Township Council at key project decision points and milestones; and,
  • Advertisement of all project notices in the Wellington Advertiser.



Public Information Centre (PIC) #1

The Township hosted Public Information Centre (PIC) #1 to share preliminary findings of the study and gather feedback on the key areas of concern within the Township, as it relates to stormwater management. This PIC was hosted in two formats:

  • In-person Open House: The "Key Projects Open House" took place on Thursday, October 19, 2023. Interested individuals had the opportunity to meet with staff and team members on major Township projects and initiatives, including the Stormwater Management Master Plan Study Team.
  • Virtual Information: From October 19 to November 2, 2023, interested individuals were invited to review the content on this page and submit comments.
